EXPLANATORY NOTE

(This note is not part of the Order)

This Order brings into operation certain provisions of the Licensing and Registration of Clubs (Amendment) Act (Northern Ireland) 2021. These provisions relate to young people in licensed premises at underage functions and private functions, delivery of alcohol to young persons, and the removal of the requirement for children’s certificates. Also included in this Order are provisions which relate to requirements for off-sales for remote sale of alcohol, requirements for restaurants and guest houses to display licence conditions, and conditions on occasional licences.

This Order also brings into operation new provisions relating to the sale of alcohol for consumption off the premises in respect of local producers of alcoholic drinks.

This Order also brings into operation new provisions which include cinemas in the definition of a place of public entertainment, for the purpose of applying for a liquor licence.

This Order also brings into operation provisions relating to major events and requirements on corporate bodies.

The Order further brings into operation, in respect of registered clubs, provisions relating to young people on the premises, underage events, private functions, removal of requirement for children’s certificates, use of grounds of sporting clubs, restrictions relating to advertising and major events.
