(3) A complaint may be' made under this Order in respect of matters which arose before as well as after the coming into operation of this Order.

(4) Any order made by the Secretary of State under the [1973 NI 14.] Salaries (Comptroller and Auditor-General and Others) (Northern Ireland) Order 1973 and in operation immediately before the coming into operation of this Order shall, in so far as it relates to the Northern Ireland Parliamentary Commissioner for Administration, have effect as if made by the Department under Article 5(1) in relation to the Ombudsman.
