3.The purpose of this Act is to enhance the existing legislative framework in a number of areas, including homelessness. The provisions fall into the following categories:
recommendations emerging from earlier consultation;
amendments aimed at clarifying existing legislation;
amendment required as a consequence of judicial review; and
technical amendments.
