The Children and Young People (Scotland) Act 2014 is amended as follows.

After section 73, insert—
Duty to have regard to guidance about the provision of kinship care assistance

A local authority must have regard to any guidance issued by the Scottish Ministers about—
a
the discharge of functions conferred on it by this Part,
b
matters arising in connection with the discharge of those functions.

Before issuing or revising any such guidance, the Scottish Ministers must consult—
a
any person to which it relates, and
b
such other persons as they consider appropriate.

As soon as practicable after issuing any guidance under this section (including a revised version), the Scottish Ministers must lay a copy before the Scottish Parliament.
