23Regulations subject to the affirmative procedure: consultation

The Scottish Ministers must consult such persons, or groups of persons, as they consider appropriate before laying a draft of a Scottish statutory instrument containing—

(a)

regulations under section 1(5),

(b)

regulations under section 4(3),

(c)

regulations under section 5(1),

(d)

the first regulations under section 14(1),

(e)

regulations under section 21 which add to, replace or omit any part of the text of an Act.
