Section 21: Ancillary provision

160.Section 21 empowers the Scottish Ministers to, by regulations, make ancillary provision for the purposes of, or in connection with, or for giving full effect to the Act.

161.Regulations made under this section are subject to the negative procedure,(12) unless they add to, replace or omit any part of the text of an Act in which case they are subject to the affirmative procedure(13).

Section 22: Commencement

162.Section 22 provides that the final provisions in sections 21, 22 and 23 of the Act come into force on the day after Royal Assent, and that other provisions of the Act come into force on such days as the Scottish Ministers may by regulations appoint.

Section 23: Short title

163.Section 23 of the Act provides for the Act to be known as the Police (Ethics, Conduct and Scrutiny) (Scotland) Act 2025.
