It also amends section 32 of the 2014 Act so that, before refusing an application for registration as a letting agent, the Scottish Ministers must, if they are considering doing this for reasons that differ from or supplement those previously notified, give the applicant a further notice under section 32(6) of the 2014 Act stating that they are considering refusing it and their reasons.
