126.Section 23 of the Act requires the Scottish Ministers to prepare and publish a waste reprocessing infrastructure report within one year of Royal Assent, and lay it before the Scottish Parliament. This is a report setting out the Scottish Ministers’ policies and proposals for the use and development of waste reprocessing infrastructure. Subsection (3) sets out required content for the report. Under subsection (4), the Scottish Ministers must have regard to the National Planning Framework in preparing the report.
