(1)
The Commissioner may do anything which appears to the Commissioner—
(a)
necessary or expedient in order to achieve, or in connection with the exercise of the Commissioner’s functions, or
(b)
to be otherwise conducive to the exercise of those functions.
(2)
The Commissioner may, subject to paragraph 15, determine and charge reasonable sums for providing anything in connection with the exercise of the Commissioner’s functions.
