19SIf a person is, whether before or during the referendum, engaged or employed for payment or promise of payment as a canvasser for the purpose of promoting a particular outcome in the referendum—
(a)the person engaging or employing the canvasser, and
(b)the canvasser,
commits the offence of illegal employment.
