PART 3Referendum expenses
Restriction on incurring referendum expenses

(1)
No amount of referendum expenses is to be incurred by or on behalf of a permitted participant except with the authority of—
(a)
the responsible person, or
(b)
a person authorised in writing by the responsible person.
(2)
A person commits an offence if, without reasonable excuse, the person incurs any expenses in contravention of sub-paragraph (1).
(3)
A person who commits an offence under sub-paragraph (2) is liable on summary conviction to a fine not exceeding level 5 on the standard scale.
(4)
Where, in the case of a permitted participant that is a registered party, any expenses are incurred in contravention of sub-paragraph (1), the expenses do not count for the purposes of paragraphs 19 to 25 as referendum expenses incurred by or on behalf of the permitted participant.
