Subsection (2) applies where the Scottish Ministers publish an infrastructure investment plan.

They must also publish an assessment of the extent to which investment in accordance with the plan is expected to contribute to the meeting of the emissions reduction targets.

The assessment—

may be set out—
i
in the plan, or
ii
in a separate document,
b
if set out in a separate document, must be published at the same time as, or as soon as reasonably practicable after, the plan is published.

In subsection (1), “infrastructure investment plan” means a plan prepared by the Scottish Ministers setting out their priorities for investing in, and strategy for the development of, public infrastructure.
