A person who, without reasonable excuse, contravenes paragraph 12(1) commits an offence.

A person who intentionally obstructs an inspector or constable in the exercise of a relevant power commits an offence.

A person who commits an offence under sub-paragraph (1) or (2) is liable on summary conviction to a fine not exceeding level 5 on the standard scale.
