The Commission is to employ a person as chief executive.

The first chief executive is to be appointed by the Scottish Ministers on such terms as they may determine.

Each subsequent chief executive is to be appointed—
a
by the Commission with the approval of the Scottish Ministers,
b
on such terms and conditions as the Commission may, with the approval of the Scottish Ministers, determine.

The Commission may employ any other staff necessary for the exercise of its functions.

The Commission’s staff are to be employed on such terms and conditions as the Commission may, with the approval of the Scottish Ministers, determine.
