28Duty to establish and maintain outcome improvement process
A public service authority that gives notice under section 26(5) must—
a
before the end of the period of 90 days beginning with the day on which the notice is given, establish the outcome improvement process in respect of which the notice is given by taking whatever steps are necessary to initiate the process, and
b
maintain that process.
