9 Consultation on changes S

Before making regulations under section 7(6) or 8(1)(b) or (2), the Scottish Ministers must consult—

(a) Scottish Water,

(b) SEPA,

(c) Scottish Natural Heritage,

(d) such other persons as they consider appropriate.
