10 S In section 78A (powers in case of service failure)—

(a) in subsection (4)—

(i) the word “or” immediately following paragraph (b) is repealed,

(ii) after paragraph (c) insert “, or

(d) HIS.”,

(b) in subsection (5)(a), for “or the Agency” substitute “ , the Agency or HIS. ”.
