27Fixed penalties
(1)
An enforcement officer may give a person a fixed penalty notice if the officer has reason to believe that the person has committed an offence under Chapter 1 or 2.
(2)
But a person may be given a fixed penalty notice only if the person is aged 16 or over.
(3)
An enforcement officer is—
(a)
a council officer for the area in which the offence is believed to have been committed, or
(b)
a constable.
(4)
Schedule 1 makes further provision about fixed penalties.
