16 S A constable may arrest without warrant any person whom the constable reasonably believes is committing or has committed an offence under—

(a) sections 19 to 23, or

(b) paragraph 14 or 15.

17 S The powers conferred on constables by this schedule are without prejudice to any powers conferred on constables by law apart from this schedule.
