18(1)The Scottish Ministers may by order modify this schedule (other than paragraph 2) by varying, adding to or removing any provision relating to a regional board's constitution, functions or administrative arrangements.S
(2)Before making an order under this paragraph, the Scottish Ministers must consult—
(a)any board to which the order relates; and
(b)such other persons as they consider appropriate.]
