Delegation of functionsS
15(1)The Council may authorise—S
(a)the chief executive;
(b)the chairing member; or
(c)any of its committees,
to exercise such of its functions to such extent as it may determine.
(2)Sub-paragraph (1) does not affect the responsibility of the Council for the exercise of its functions.
