3(1)The Scottish Ministers may issue to the Commission guidance as to how water services and sewerage services providers might, by the manner in which they perform the activities authorised by their licences, reasonably contribute to the achievement of sustainable development.S
(2)In exercising its functions under paragraph 2, the Commission is to have regard to any guidance issued under sub-paragraph (1).
