3Consultation authorities

(1)In this Act, the consultation authorities are—
(a)the Scottish Ministers;
(b)the Scottish Environment Protection Agency; and
(c)Scottish Natural Heritage.
(2)Where an authority mentioned in subsection (1) is the responsible authority as regards a plan or programme, the authority shall not be a consultation authority in relation to that plan or programme.
