A Transport Partnership—
a
shall obtain an appropriate guarantee for the accounting for all money and property which is or is likely to be in the custody or under the control of its employees;
b
may obtain such a guarantee for all money and property which is or is likely to be in the custody or under the control of any person other than one of its employees.
