7 The Scottish Ministers may make regulations under section 38 of this Act either—

(a) on an application to them by—

(i) any district salmon fishery board; or

(ii) where there is no such board in a salmon fishery district, two proprietors of salmon fisheries in that district; or

(b) otherwise.
