					(“<term refersTo="#term-the-1983-act" eId="term-the-1983-act">the 1983 Act</term>”), after section 43(1A) there is inserted—<quotedStructure startQuote="“" endQuote="”" uk:context="body" uk:docName="asp" ukl:TargetClass="primary" ukl:TargetSubClass="unknown" ukl:Context="main" ukl:Format="default"><subsection><num>(1B)</num><intro><p>Despite subsection (1) above—</p></intro><level class="para1"><num>(a)</num><content><p>if the poll at an ordinary general election is, under section 2(5) of the Scotland Act 1998 (c.46)

										(“<term refersTo="#term-the-1998-act">the 1998 Act</term>”)

										(which enables the advancement or postponement, for up to a month, of the date of the poll at such an election), to be held on the day proposed by the Presiding Officer for the purposes of that provision; or</p></content></level><level class="para1"><num>(b)</num><content><p>if an extraordinary general election is, under section 3(2) of that Act (which enables the holding of such an election), to be held on a day occurring within the relevant period,</p></content></level><wrapUp><p> the Scottish Ministers may, by order, provide that the poll at the ordinary local election to be held that year shall be held on that day;</p></wrapUp></subsection><subsection><num>(1C)</num><intro><p>In subsection (1B) above—</p></intro><hcontainer name="definition"><content><p>“<term refersTo="#term-extraordinary-general-election">extraordinary general election</term>” means a general election for membership of the Scottish Parliament held under section 3 of the 1998 Act;</p></content></hcontainer><hcontainer name="definition"><content><p>“<term refersTo="#term-ordinary-general-election">ordinary general election</term>” means a general election for membership of the Scottish Parliament held under section 2 of the 1998 Act;</p></content></hcontainer><hcontainer name="definition"><content><p>“<term refersTo="#term-ordinary-local-election">ordinary local election</term>” means an ordinary election of councillors for local government areas in Scotland held in accordance with section 5 of the 1994 Act and this Act;</p></content></hcontainer><hcontainer name="definition"><content><p>“<term refersTo="#term-relevant-period">relevant period</term>” means the period beginning with 11th March in a year in which an ordinary local election falls to be held and ending with the day which immediately precedes the first Thursday in May in that year,</p></content></hcontainer><wrapUp><p>and references to the time when a local election falls or does not fall to be held are to be construed in accordance with section 5(3) of the 1994 Act.</p></wrapUp></subsection><subsection><num>(1D)</num><content><p>An order under subsection (1B) above shall be made by statutory instrument.</p></content></subsection></quotedStructure><inline name="appendText">.</inline></mod></p></content></subsection><subsection eId="section-2-2"><num>(2)</num><content><p><mod>In section 43(2)(b) of the 1983 Act (which, amongst other things, postpones the poll for a local government election which would otherwise take place on a public holiday), after “subsection (1)” there is inserted <quotedText>“
                  or (1B)
                ”</quotedText>.</mod></p></content></subsection></section><section eId="section-3"><num>3</num><heading> Provisions consequential upon synchronisation of polling</heading><subsection eId="section-3-1"><num>(1)</num><intro><p>Where a casual vacancy in the office of councillor has occurred during the period beginning on 2 November 2001 and ending on the date on which this Act comes into force—</p></intro><level class="para1" eId="section-3-1-a"><num>(a)</num><content><p>an election to fill the vacancy shall, notwithstanding section 37(2) of the Local Government (Scotland) Act 1973 (c.65)
							(“<term refersTo="#term-the-1973-act" eId="term-the-1973-act">the 1973 Act</term>”)
							(which provides that a casual vacancy occurring within six months of the next ordinary local government election is not to be filled until that election), be held within three months of the date on which this Act comes into force, and the day on which the poll is to be held at the election shall be fixed by the returning officer; and</p></content></level><level class="para1" eId="section-3-1-b"><num>(b)</num><content><p>section 37(1) of the 1973 Act (filling of vacancies occurring in the office of councillor) shall not apply in relation to that vacancy.</p></content></level></subsection><subsection eId="section-3-2"><num>(2)</num><intro><p>In section 37(2) of the 1973 Act—</p></intro><level class="para1" eId="section-3-2-a"><num>(a)</num><content><p><mod>after “the”, where first occurring, there is inserted <quotedText>“
                      relevant

Electoral Commission.</ins></p></content></level></level></subsection><subsection eId="section-5-1C"><num><ins ukl:ChangeId="key-e4a8f3ef873a663799d6fa06e60f91d8-1749032087320" ukl:CommentaryRef="key-e4a8f3ef873a663799d6fa06e60f91d8">(1C)</ins></num><content><p><ins class="last" ukl:ChangeId="key-e4a8f3ef873a663799d6fa06e60f91d8-1749032087320" ukl:CommentaryRef="key-e4a8f3ef873a663799d6fa06e60f91d8">Where a scheme is proposed by a person mentioned in subsection (1B) the proposal and the proposed scheme may be approved by the Scottish Ministers, either without modification or with such modifications as the Scottish Ministers consider appropriate.</ins></p></content></subsection><subsection eId="section-5-2"><num>(2)</num><intro><p>A scheme under this section is a scheme which makes, in relation to local government elections in the area of a local authority, provision differing in any respect from that made by virtue of the Representation of the People Acts <ins class="first last" ukl:ChangeId="key-0ba9c21657d605ed8695a75ef6568ff7-1749032507240" ukl:CommentaryRef="key-0ba9c21657d605ed8695a75ef6568ff7"><noteRef uk:name="commentary" href="#key-0ba9c21657d605ed8695a75ef6568ff7" class="commentary"/>or any other enactment</ins>—</p></intro><level class="para1" eId="section-5-2-a"><num>(a)</num><intro><p>as regards one or more of the following—</p></intro><level class="para2" eId="section-5-2-a-i"><num>(i)</num><content><p>when and where voting at the elections is to take place;</p></content></level><level class="para2" eId="section-5-2-a-ii"><num>(ii)</num><content><p>the method used to cast votes;</p></content></level><level class="para2" eId="section-5-2-a-iii"><num>(iii)</num><content><p>how the votes cast are to be counted;</p></content></level><level class="para2" eId="section-5-2-a-iv"><num>(iv)</num><content><p>the sending by candidates of election communications free of charge for postage; or</p></content></level></level><level class="para1" eId="section-5-2-b"><num>(b)</num><content><p>for any other matter which relates to action to be taken, or procedure to be carried out, before or during the poll which is to be held at the election.</p></content></level></subsection><subsection eId="section-5-2A"><num><ins class="first" ukl:ChangeId="key-a6a8369dacb60743acf60e68d5786a91-1749032182834" ukl:CommentaryRef="key-a6a8369dacb60743acf60e68d5786a91"><noteRef uk:name="commentary" href="#key-a6a8369dacb60743acf60e68d5786a91" class="commentary"/>(2A)</ins></num><intro><p><ins ukl:ChangeId="key-a6a8369dacb60743acf60e68d5786a91-1749032182834" ukl:CommentaryRef="key-a6a8369dacb60743acf60e68d5786a91">An order under subsection (1) is subject to the affirmative procedure if the proposed scheme implemented by the order—</ins></p></intro><level class="para1" eId="section-5-2A-a"><num><ins ukl:ChangeId="key-a6a8369dacb60743acf60e68d5786a91-1749032182834" ukl:CommentaryRef="key-a6a8369dacb60743acf60e68d5786a91">(a)</ins></num><content><p><ins ukl:ChangeId="key-a6a8369dacb60743acf60e68d5786a91-1749032182834" ukl:CommentaryRef="key-a6a8369dacb60743acf60e68d5786a91">includes provision regarding the method used to cast votes which differs from the Acts or other enactments mentioned in subsection (2), and</ins></p></content></level><level class="para1" eId="section-5-2A-b"><num><ins ukl:ChangeId="key-a6a8369dacb60743acf60e68d5786a91-1749032182834" ukl:CommentaryRef="key-a6a8369dacb60743acf60e68d5786a91">(b)</ins></num><content><p><ins class="last" ukl:ChangeId="key-a6a8369dacb60743acf60e68d5786a91-1749032182834" ukl:CommentaryRef="key-a6a8369dacb60743acf60e68d5786a91">the differing provision sets out a method of specifying a voter’s preference from among the candidates to be councillor by electronic means (including using stand-alone machines, as well as the internet and other forms of electronic communication).</ins></p></content></level></subsection><subsection eId="section-5-3"><num>(3)</num><intro><p>A scheme may make provision such as is mentioned in paragraph (b) of subsection (2) above only where, in the opinion of  <ins class="substitution first last" ukl:ChangeId="key-6370a14e810dbbfb29432ca5887cc2c6-1749032631159" ukl:CommentaryRef="key-6370a14e810dbbfb29432ca5887cc2c6"><noteRef uk:name="commentary" href="#key-6370a14e810dbbfb29432ca5887cc2c6" class="commentary"/>the Scottish Ministers or, in the case where a person mentioned in subsection (1B) proposed the scheme, that person,</ins> that provision is likely to—</p></intro><level class="para1" eId="section-5-3-a"><num>(a)</num><content><p>facilitate voting by any persons or any class of persons; or</p></content></level><level class="para1" eId="section-5-3-b"><num>(b)</num><content><p>encourage more persons, or more persons of a particular class, to vote at the election.</p></content></level></subsection><subsection eId="section-5-4"><num>(4)</num><intro><p>Without prejudice to the generality of subsections (1) and (2) above, a scheme under this section may make provision—</p></intro><level class="para1" eId="section-5-4-a"><num>(a)</num><intro><p>for voting to take place—</p></intro><level class="para2" eId="section-5-4-a-i"><num>(i)</num><content><p>on more than one day (whether each of those days is designated as a day of the poll or otherwise);</p></content></level><level class="para2" eId="section-5-4-a-ii"><num>(ii)</num><content><p>at places other than polling stations;</p></content></level></level><level class="para1" eId="section-5-1-aa"><num><ins class="first" ukl:ChangeId="key-70bae9816a2faaae16b4208e825148a1-1442221050410" ukl:CommentaryRef="key-70bae9816a2faaae16b4208e825148a1"><noteRef uk:name="commentary" href="#key-70bae9816a2faaae16b4208e825148a1" class="commentary"/>(aa)</ins></num><content><p><ins class="last" ukl:ChangeId="key-70bae9816a2faaae16b4208e825148a1-1442221050410" ukl:CommentaryRef="key-70bae9816a2faaae16b4208e825148a1">for ballot papers issued at the elections to contain photographs of the candidates;</ins></p></content></level><level class="para1" eId="section-5-4-b"><num>(b)</num><content><p>for postal charges incurred in respect of the sending of candidates’ election communications as mentioned in subsection (2)(a)(iv) above to be paid by the local authority,</p></content></level><wrapUp><p>and where a scheme makes such provision as is mentioned in paragraph (b) above, the Scottish Ministers’ order under subsection (1) above may make provision for disapplying section <ins class="substitution first last" ukl:ChangeId="key-d377d55ad4e349d7eab3e8971e4fb9ca-1442223208257" ukl:CommentaryRef="key-d377d55ad4e349d7eab3e8971e4fb9ca"><noteRef uk:name="commentary" href="#key-d377d55ad4e349d7eab3e8971e4fb9ca" class="commentary"/>75A(2)
              </ins> of the 1983 Act (restriction on third party election expenditure) in relation to the payment of such charges by the local authority.</p></wrapUp></subsection><subsection eId="section-5-5"><num>(5)</num><intro><p>In subsection (2) above the reference to local government elections in the area of a local authority is a reference to such elections—</p></intro><level class="para1" eId="section-5-5-a"><num>(a)</num><content><p>throughout that area; or</p></content></level><level class="para1" eId="section-5-5-b"><num>(b)</num><content><p>in any particular part or parts of it,</p></content></level><wrapUp><p>as the scheme may provide.</p></wrapUp></subsection><subsection eId="section-5-6"><num>(6)</num><intro><p>The Scottish Ministers—</p></intro><level class="para1" eId="section-5-6-a"><num>(a)</num><content><p>may, in order to inform their consideration of a proposal and proposed scheme submitted to them under subsection  <ins class="substitution first last" ukl:ChangeId="key-2322745699839e0590cf1b0d070b582c-1749032727451" ukl:CommentaryRef="key-2322745699839e0590cf1b0d070b582c"><noteRef uk:name="commentary" href="#key-2322745699839e0590cf1b0d070b582c" class="commentary"/>(1A)(a)</ins>  above and how they might deal with it, consult such persons as they think appropriate;</p></content></level><level class="para1" eId="section-5-6-b"><num>(b)</num><content><p>shall, before making any modification  <ins class="substitution first last" ukl:ChangeId="key-f865bb99b58da00a50ff60083d33e223-1749032833353" ukl:CommentaryRef="key-f865bb99b58da00a50ff60083d33e223"><noteRef uk:name="commentary" href="#key-f865bb99b58da00a50ff60083d33e223" class="commentary"/>in accordance with subsection (1C) consult the Electoral Commission, the Electoral Management Board for Scotland and, if it was not submitted by the Board, the person who</ins>  submitted the proposal and proposed scheme.</p></content></level></subsection><subsection eId="section-5-7"><num>(7)</num><content><p>The Scottish Ministers shall send a copy of any order under subsection (1) above to the local authority to which it relates and the authority shall publish the order in their area in such manner as they think fit.</p></content></subsection><subsection eId="section-5-8"><num>(8)</num><content><p>After the elections in relation to which a scheme under this section applied have taken place, the  <ins class="substitution first last" ukl:ChangeId="key-088243bc622184d5a61a2e5cb82ba8f5-1607475033993" ukl:CommentaryRef="key-088243bc622184d5a61a2e5cb82ba8f5"><noteRef uk:name="commentary" href="#key-088243bc622184d5a61a2e5cb82ba8f5" class="commentary"/>Electoral Commission</ins>  shall prepare a report on the scheme.</p></content></subsection><subsection eId="section-5-9"><num>(9)</num><intro><p>The report shall contain—</p></intro><level class="para1" eId="section-5-9-a"><num>(a)</num><content><p>a description of the scheme and of the respects in which the provision made by it differed from that made by virtue of the Representation of the People Acts <ins class="first last" ukl:ChangeId="key-85e003873e9df8464f2ccbd2e42bff47-1749032935173" ukl:CommentaryRef="key-85e003873e9df8464f2ccbd2e42bff47"><noteRef uk:name="commentary" href="#key-85e003873e9df8464f2ccbd2e42bff47" class="commentary"/>or any other enactment</ins>;</p></content></level><level class="para1" eId="section-5-9-b"><num>(b)</num><content><p>a copy of the order of the Scottish Ministers under subsection (1) above; and</p></content></level><level class="para1" eId="section-5-9-c"><num>(c)</num><intro><p>an assessment of the extent to which the scheme—</p></intro><level class="para2" eId="section-5-9-c-i"><num>(i)</num><content><p>encouraged voting at the elections;</p></content></level><level class="para2" eId="section-5-9-c-ii"><num>(ii)</num><content><p>enabled voters to make informed decisions at the elections;</p></content></level><level class="para2" eId="section-5-9-c-iii"><num>(iii)</num><content><p>facilitated voting at the elections.</p></content></level></level></subsection><subsection eId="section-5-10"><num>(10)</num><intro><p>An assessment under subsection (9)(c)(iii) shall include a statement by the  <ins class="substitution first last" ukl:ChangeId="key-fa08fcd6a656ea00547b6e414dde8a42-1607475071265" ukl:CommentaryRef="key-fa08fcd6a656ea00547b6e414dde8a42"><noteRef uk:name="commentary" href="#key-fa08fcd6a656ea00547b6e414dde8a42" class="commentary"/>Electoral Commission</ins>  as to whether, in their opinion—</p></intro><level class="para1" eId="section-5-10-a"><num>(a)</num><content><p>the turnout of voters was higher than it would have been if the scheme had not applied;</p></content></level><level class="para1" eId="section-5-10-aa"><num><ins class="first" ukl:ChangeId="key-505e961276b11ecb2d9d2aa5d737f303-1607475112052" ukl:CommentaryRef="key-505e961276b11ecb2d9d2aa5d737f303"><noteRef uk:name="commentary" href="#key-505e961276b11ecb2d9d2aa5d737f303" class="commentary"/>(aa)</ins></num><content><p><ins class="last" ukl:ChangeId="key-505e961276b11ecb2d9d2aa5d737f303-1607475112052" ukl:CommentaryRef="key-505e961276b11ecb2d9d2aa5d737f303">the arrangements made under the scheme assisted disabled persons (within the meaning of section 6(2) of the Equality Act 2010) to vote at the elections;</ins></p></content></level><level class="para1" eId="section-5-10-b"><num>(b)</num><content><p>voters found the procedures provided under the scheme easy to use;</p></content></level><level class="para1" eId="section-5-10-c"><num>(c)</num><content><p>the procedures provided under the scheme led to any incidence of, or increase in, personation or other electoral offences or in any other malpractice in connection with elections.</p></content></level></subsection><subsection eId="section-5-11"><num>(11)</num><content><p>If the Scottish Ministers so request in writing, the report shall contain also an assessment of such other matters relating to the scheme as are specified in the request.</p></content></subsection><subsection eId="section-5-11A"><num><ins class="first" ukl:ChangeId="key-1f45be1816a4370034e86cc6542d04a1-1607475155712" ukl:CommentaryRef="key-1f45be1816a4370034e86cc6542d04a1"><noteRef uk:name="commentary" href="#key-1f45be1816a4370034e86cc6542d04a1" class="commentary"/>(11A)</ins></num><content><p><ins class="last" ukl:ChangeId="key-1f45be1816a4370034e86cc6542d04a1-1607475155712" ukl:CommentaryRef="key-1f45be1816a4370034e86cc6542d04a1">In preparing the report, the Electoral Commission may consult such persons as   they think appropriate.</ins></p></content></subsection><subsection eId="section-5-12"><num><ins class="substitution first" ukl:ChangeId="key-b8fc6b6568c0912703c95eeb489caf34-1607475196326" ukl:CommentaryRef="key-b8fc6b6568c0912703c95eeb489caf34"><noteRef uk:name="commentary" href="#key-b8fc6b6568c0912703c95eeb489caf34" class="commentary"/>(12)</ins></num><intro><p><ins class="substitution" ukl:ChangeId="key-b8fc6b6568c0912703c95eeb489caf34-1607475196326" ukl:CommentaryRef="key-b8fc6b6568c0912703c95eeb489caf34">The ukl:CommentaryRef="key-9e02975aa5ee9ad7ca5acd84e4379da5">where the scheme was proposed by an electoral registration officer under subsection (1B), that officer,</ins></ins></p></content></level></level><level class="para1" eId="section-5-12-b"><num><ins class="substitution" ukl:ChangeId="key-b8fc6b6568c0912703c95eeb489caf34-1607475196326" ukl:CommentaryRef="key-b8fc6b6568c0912703c95eeb489caf34">(b)</ins></num><content><p><ins class="substitution" ukl:ChangeId="key-b8fc6b6568c0912703c95eeb489caf34-1607475196326" ukl:CommentaryRef="key-b8fc6b6568c0912703c95eeb489caf34">publish the report in such manner as they think fit,</ins></p></content></level><wrapUp><p><ins class="substitution last" ukl:ChangeId="key-b8fc6b6568c0912703c95eeb489caf34-1607475196326" ukl:CommentaryRef="key-b8fc6b6568c0912703c95eeb489caf34">by the end of the period of three months beginning with the date of the declaration of the result of the elections to which the report relates.</ins></p></wrapUp></subsection><subsection eId="section-5-13"><num>(13)</num><content><p>For the purposes of this section a proposal falling within subsection (1) above and submitted to the Scottish Ministers before the date on which this Act comes into force shall be as effective as one so submitted on or after that date.</p></content></subsection><subsection eId="section-5-14"><num>(14)</num><intro><p>In this section and in section 6 below—</p></intro><hcontainer name="definition"><content><p> <ins class="first" ukl:ChangeId="key-108956bb4f7c17f0cb33a1949bdaa6ec-1749033300577" ukl:CommentaryRef="key-108956bb4f7c17f0cb33a1949bdaa6ec"><noteRef uk:name="commentary" href="#key-108956bb4f7c17f0cb33a1949bdaa6ec" class="commentary"/>“</ins><term refersTo="#term-electoral-registration-officer"><ins ukl:ChangeId="key-108956bb4f7c17f0cb33a1949bdaa6ec-1749033300577" ukl:CommentaryRef="key-108956bb4f7c17f0cb33a1949bdaa6ec">electoral registration officer</ins></term><ins class="last" ukl:ChangeId="key-108956bb4f7c17f0cb33a1949bdaa6ec-1749033300577" ukl:CommentaryRef="key-108956bb4f7c17f0cb33a1949bdaa6ec">” means an officer appointed under section 8(3) of the Representation of the People Act 1983,</ins> </p></content></hcontainer><hcontainer name="definition"><content><p>“<term refersTo="#term-local-authority" eId="term-local-authority">local authority</term>” means a council constituted under section 2 of the 1994 Act;</p></content></hcontainer><hcontainer name="definition"><content><p>“<term refersTo="#term-local-government-election" eId="term-local-government-election">local government election</term>” has the meaning given by section 204(1) of the 1983 Act; and</p></content></hcontainer><hcontainer name="definition"><content><p>“<term refersTo="#term-modifications" eId="term-modifications">modifications</term>” includes additions, omissions and amendments (and “<term refersTo="#term-modify" eId="term-modify">modify</term>” has a corresponding meaning).</p></content></hcontainer></subsection></section><section eId="section-6"><num>6</num><heading> Revision of procedures in the light of pilot schemes</heading><subsection eId="section-6-1"><num>(1)</num><intro><p>If it appears to the Scottish Ministers, in the light of any report made under section 5 above on a scheme under that section, that it would be desirable for provision similar to that made by the scheme to apply generally and on a permanent basis in relation to—</p></intro><level class="para1" eId="section-6-1-a"><num>(a)</num><content><p>local government elections in Scotland; or</p></content></level><level class="para1" eId="section-6-1-b"><num>(b)</num><content><p>any particular description of such elections,</p></content></level><wrapUp><p>they may by order make such provision for and in connection with that purpose as they consider appropriate (which may include provision modifying or disapplying any enactment).</p></wrapUp></subsection><subsection eId="section-6-2"><num>(2)</num><intro><p>An order under subsection (1) above—</p></intro><level class="para1" eId="section-6-2-a"><num>(a)</num><content><p>may, however, except from the operation of any of its provisions any local authority’s area specified in the order; but</p></content></level><level class="para1" eId="section-6-2-b"><num>(b)</num><intro><p>subject to that, shall make the same provision—</p></intro><level class="para2" eId="section-6-2-b-i"><num>(i)</num><content><p>in relation to local government elections; or</p></content></level><level class="para2" eId="section-6-2-b-ii"><num>(ii)</num><content><p>if it applies only to a particular description of such elections, in relation to elections of that description,</p></content></level><wrapUp><p>throughout Scotland.</p></wrapUp></level></subsection><subsection eId="section-6-3"><num>(3)</num><content><p>An order under subsection (1) above shall be made by statutory instrument; and no such order shall be made unless a draft of the statutory instrument containing the order has been laid before, and approved by a resolution of, the Scottish Parliament.</p></content></subsection><subsection eId="section-6-3A"><num><ins class="first" ukl:ChangeId="key-62a79dee92d6790e5f787b25f64636cb-1749033697486" ukl:CommentaryRef="key-62a79dee92d6790e5f787b25f64636cb"><noteRef uk:name="commentary" href="#key-62a79dee92d6790e5f787b25f64636cb" class="commentary"/>(3A)</ins></num><intro><p><ins ukl:ChangeId="key-62a79dee92d6790e5f787b25f64636cb-1749033697486" ukl:CommentaryRef="key-62a79dee92d6790e5f787b25f64636cb">Before laying such a draft before the Parliament the Scottish Ministers must consult—</ins></p></intro><level class="para1" eId="section-6-3A-a"><num><ins ukl:ChangeId="key-62a79dee92d6790e5f787b25f64636cb-1749033697486" ukl:CommentaryRef="key-62a79dee92d6790e5f787b25f64636cb">(a)</ins></num><content><p><ins ukl:ChangeId="key-62a79dee92d6790e5f787b25f64636cb-1749033697486" ukl:CommentaryRef="key-62a79dee92d6790e5f787b25f64636cb">the Electoral Management Board for Scotland,</ins></p></content></level><level class="para1" eId="section-6-3A-b"><num><ins ukl:ChangeId="key-62a79dee92d6790e5f787b25f64636cb-1749033697486" ukl:CommentaryRef="key-62a79dee92d6790e5f787b25f64636cb">(b)</ins></num><content><p><ins ukl:ChangeId="key-62a79dee92d6790e5f787b25f64636cb-1749033697486" ukl:CommentaryRef="key-62a79dee92d6790e5f787b25f64636cb">the Electoral Commission, and</ins></p></content></level><level class="para1" eId="section-6-3A-c"><num><ins ukl:ChangeId="key-62a79dee92d6790e5f787b25f64636cb-1749033697486" ukl:CommentaryRef="key-62a79dee92d6790e5f787b25f64636cb">(c)</ins></num><content><p><ins class="last" ukl:ChangeId="key-62a79dee92d6790e5f787b25f64636cb-1749033697486" ukl:CommentaryRef="key-62a79dee92d6790e5f787b25f64636cb">such other persons as the Scottish Ministers consider appropriate.</ins></p></content></level></subsection><subsection eId="section-6-4"><num>(4)</num><content><p>When laying such a draft before the Parliament the Scottish Ministers shall also lay before the Parliament a copy of the report under section 5 above of each relevant local authority (within the meaning of that section) in whose area a scheme making provision similar to that made by the order has been implemented.</p></content></subsection><subsection eId="section-6-5"><num>(5)</num><content><p>Rules made under section 42 of the 1983 Act (local elections in Scotland) may make such provision as the Scottish Ministers consider appropriate in connection with any provision made by an order under subsection (1) above.</p></content></subsection><subsection eId="section-6-6"><num>(6)</num><content><p>Nothing in this section shall be taken as prejudicing the generality of any power contained in any other Act to make subordinate legislation with respect to elections of any description.</p></content></subsection></section><section eId="section-7"><num>7</num><heading> Short title</heading><content><p>This Act may be cited as the Scottish Local Government
