The house has been designed or adapted for occupation by a person whose special needs require accommodation of the kind provided by the house and—

(a)

there is no F1... person with such special needs occupying the house, and

(b)

the landlord requires it for occupation (whether alone or with other members of the person’s family) by a person who has such special needs.
