This section applies where the Welsh Ministers or the Secretary of State make an order under section 1 or 3 of the Transport and Works Act 1992 (c. 42) (orders relating to construction or operation of railways, tramways, inland waterways etc.) that includes provision for development in Wales.

On making the order, the Welsh Ministers or the Secretary of State may give a direction granting planning permission for that development, subject to conditions specified in the direction.
