Requirements for applications to planning authorities
57Application for planning permission: design and access statement and pre-application consultation report
(1)
Regulations must require a person who makes an application for planning permission of a description specified in the regulations to include with the application a statement about either or both of the following (as specified in the regulations)—
(a)
the design principles that have been applied to the development;
(b)
how issues relating to access to the development have been dealt with.
(2)
Regulations must require a person who—
(a)
has been required by section 52 to publicise and consult on a proposed application for planning permission for development, and
(b)
makes an application for planning permission for the development (whether or not in the same terms as the proposed application),
to include with the application a pre-application consultation report.
(3)
A pre-application consultation report is a report giving details of—
(a)
how the applicant complied with section 52;
(b)
responses to the consultation received from persons mentioned in subsection (3) or (5) of that section;
(c)
the account taken of those responses.
(4)
Regulations may make provision about the form and content of—
(a)
a statement required under subsection (1);
(b)
a pre-application consultation report.
