A county council or county borough council may advance money to a person to enable that person to acquire a hereditament or agricultural unit in respect of which a counter-notice has been served under section 325 specifying Ground 4 as a ground of objection.

No advance may be made for the acquisition of a hereditament if its annual value exceeds the amount specified in regulations under section 323(5)(b).

An advance may be made subject to conditions.
