(1)The Welsh Ministers must give guidance to local housing authorities about making arrangements under which a local housing authority guarantees payment of rent by an occupier of housing accommodation in accordance with an agreement of any kind.
(2)Before giving guidance under this section, the Welsh Ministers must consult local housing authorities and any other persons they consider appropriate.
(3)The Welsh Ministers may revise or replace guidance under this section by giving further guidance.
(4)The Welsh Ministers must publish guidance under this section.
(5)In this section, “local housing authority” means the council of a county or county borough in Wales.
