name="crossheading" ukl:Name="Pblock" eId="part-3-chapter-2-crossheading-appeals"><heading>Appeals</heading><section eId="section-29" uk:target="true"><num>29</num><heading>Licensing appeals</heading><subsection eId="section-29-1"><num>(1)</num><content><p>A‍ person to which the Welsh Ministers give notice of a decision in subsection (2) may appeal against that decision to the tribunal.</p></content></subsection><subsection eId="section-29-2"><num>(2)</num><intro><p>The decisions are—</p></intro><level class="para1" eId="section-29-2-a"><num>(a)</num><content><p>a decision of the Welsh Ministers in relation to the grant of a visitor accommodation licence;</p></content></level><level class="para1" eId="section-29-2-b"><num>(b)</num><content><p>a decision of the Welsh Ministers in relation to the revocation of a visitor accommodation licence.</p></content></level></subsection><subsection eId="section-29-3"><num>(3)</num><content><p>An appeal under subsection (1) must be made before the end of the period of 28 days beginning with the date on which notice of the decision was given (“the appeal period”).</p></content></subsection><subsection eId="section-29-4"><num>(4)</num><content><p>But the tribunal may allow an appeal to be made after the expiry of that 28 day period if it is satisfied that there is a good reason for the failure to appeal before the expiry of that period (and for any delay in applying for permission to appeal out of time).</p></content></subsection><subsection eId="section-29-5"><num>(5)</num><intro><p>On appeal under subsection (1), the tribunal may—</p></intro><level class="para1" eId="section-29-5-a"><num>(a)</num><content><p>confirm the decision;</p></content></level><level class="para1" eId="section-29-5-b"><num>(b)</num><content><p>direct that the decision is not to take effect (or, if the decision has taken effect, direct that the decision is to cease to have effect);</p></content></level><level class="para1" eId="section-29-5-c"><num>(c)</num><content><p>substitute for the decision appealed against another decision that the Welsh Ministers could have made;</p></content></level><level class="para1" eId="section-29-5-d"><num>(d)</num><content><p>make such other order (including an interim order) as the tribunal considers appropriate.</p></content></level></subsection><subsection eId="section-29-6"><num>(6)</num><content><p>In this section, “<term refersTo="#term-the-tribunal" eId="term-the-tribunal">the
