139Gwahardd gwneud newidiadau i drefniadau gweithrediaeth

(1)Ar ôl cael cais i uno caiff Gweinidogion Cymru gyfarwyddo cyngor sy’n uno na chaiff gymryd unrhyw gamau (gan gynnwys cynnal refferendwm) i newid ffurf ei weithrediaeth—
(a)hyd nes y bo rheoliadau uno sy’n gymwys i’r cyngor yn dod i rym, neu
(b)hyd nes y bo’n cael hysbysiad o dan adran 121(5).
(2)Ar ôl rhoi hysbysiad fel a ddisgrifir yn adran 129(6), caiff Gweinidogion Cymru gyfarwyddo cyngor sy’n cael ei ailstrwythuro na chaiff gymryd unrhyw gamau (gan gynnwys cynnal refferendwm) i newid ffurf ei weithrediaeth—
(a)hyd nes y bo rheoliadau ailstrwythuro sy’n gymwys i’r cyngor yn dod i rym, neu
(b)hyd nes y bo’n cael hysbysiad o dan adran 134(3).
(3)Tra bo cyfarwyddyd o dan is-adran (1) neu (2) yn cael effaith mewn perthynas â chyngor, nid yw’r cyngor yn ddarostyngedig i unrhyw ddyletswydd a osodir gan ddeddfiad, neu oddi tano, i gymryd camau i newid ffurf ei weithrediaeth.
