Byddai modd defnyddio’r pŵer diwygiedig i wneud rheoliadau i’w gwneud yn ofynnol i gynghorau sefydlu cyd-bwyllgor trosolwg a chraffu pan fo gwasanaethau yn cael eu darparu ar draws ardaloedd y cynghorau hynny.
