PART IIHARBOURS VESTED IN LOCAL AUTHORITIES
21Exercise of power to grant leases and exclusive rights.
A local harbour authority shall not—
a
grant a lease of any part of the land vested in it;
b
confer any right or privilege to the exclusive use of any part of the land vested in it or of any machinery or equipment vested in it;
unless it is satisfied that it is in the public interest to do so.
