2Contributions towards expenditure under section 1.N.I.
(1)Any [F1 district council] may, subject to the approval of the Ministry, agree to make a payment or payments towards the expenditure incurred by a [F1 district council] under section 1.
(2)Any agreement made under subsection (1) shall provide that any payment made by a [F1 district council] pursuant to that agreement shall be calculated by reference to the net annual value of the [F1 district of that district council] and to the total net annual value of the [F1 districts] of—
(a)all the [F1 district councils] making payments pursuant to that agreement; and
(b)the [F1 district council] incurring expenditure under section 1.
