It is hereby declared that a power conferred in whatsoever words by any enactment (whether public general or local) on any [F1 district council] to take tolls or make charges in respect of the use of a slaughter-house includes and always has included power to make charges in respect of any services provided by the [F1 council] at that slaughter-house, and accordingly … residue, with Schedule, inserts s.105B in 1878 c.52
