(1)The Commission may from time to time hold an inquiry in relation to the fisheries of the Foyle Area[F1 or the Carlingford Area] or any of them and the best means to be adopted for the management, conservation, protection or improvement thereof.
(2)An inquiry may be conducted by the Commission or by a person appointed by it for the purpose.
