PART IIN.I.PROVISION AGAINST THIRD-PARTY RISKS ARISING OUT OF THE USE OF MOTOR CARS

10Production of certificate of insurance or certificate of security on application for excise licence.N.I.

Provision may be made by regulations under section twelveF1 of the Roads Act, 1920 M1, for requiring a person applying for a licence in respect of a motor car under section thirteenF2 of the Finance Act, 1920 M2, as amended by subsequent enactments, to produce such evidence as may be prescribed that either—

(a)on the date when the licence comes into operation there will be in force the necessary policy of insurance or the necessary security in relation to the user of the motor car by the applicant or by other persons on his order or with his permission; or

(b)the motor car is a motor car to which the first sectionF3 contained in this Part of this Act does not apply at any time when it is being driven by the owner thereof, or by a servant of the owner in the course of his employment, or is otherwise subject to the control of the owner;

and a person offending against the regulations shall be deemed to be a person offending against the provisions of the Roads Act, 1920F4.
