28Application of Welsh legislation to the CrownE+W

(1)An [F1Act of Senedd Cymru] binds the Crown.
(2)A Welsh subordinate instrument binds the Crown so far as it is made under an enactment which binds the Crown or confers a power to make provision binding the Crown.
(3)An [F1Act of Senedd Cymru] or a Welsh subordinate instrument does not make the Crown criminally liable, but it applies to persons in the service of the Crown as it applies to other persons.
