A public body (other than the Welsh Ministers or one mentioned in sub-paragraph (3)) must publish, in respect of each financial year, a report of the progress it has made in meeting its well-being objectives.

A report under this paragraph must be published as soon as reasonably practicable following the end of the financial year to which the report relates.

In respect of any financial year, a local authority may publish its report under this paragraph and its report under section 91(1) of the Local Government and Elections (Wales) Act 2021 (self-assessment of performance) in the same document.

This paragraph does not apply to—
a
a Local Health Board or NHS trust (as to which, see paragraph 2);
b
the Natural Resources Body for Wales (as to which, see paragraph 3).
