Wrth benderfynu p’un a i arfer pŵer ymyrryd, pa bŵer a’r modd y dylid ei arfer, rhaid i Weinidogion Cymru ystyried dau ffactor. Yn gyntaf, a yw’r methiant neu’r methiant tebygol i gyrraedd safon yn ddigwyddiad unigol neu reolaidd, neu’n debyg o fod yn ddigwyddiad unigol neu reolaidd.
