Bydd adran 2, sy’n gosod dyletswydd ar Weinidogion Cymru i hyrwyddo trawsblannu a darparu gwybodaeth amdano, yn cychwyn pan fydd y Bil hwn yn cael y Cydsyniad Brenhinol, a bydd adran 1 (Trosolwg); adran 21 (Cychwyn) ac adran 22 (Enw byr) yn cychwyn yr un pryd.
