The quorum for meetings of the Commission is 3.

The Welsh Ministers may by regulations amend subsection (1) to change the quorum, but may not change the quorum to a number which is lower than 3.

The Commission may otherwise regulate its own procedure.

The validity of anything done by the Commission is not affected by any defect in the appointment of a member.
