And be it further enacted by the Authority aforesaid That no person or persons whatsoever shall lay in any Highway not being twenty Foot broad any Stone Timber Straw Dung or other matter whereby the same shall be [X1any ways] obstructed or annoyed on pain to forfeit for every such offence the Sum of five shillings to be levied and disposed of as is aforesaid.
