Provided always and be it further enacted by the Authority aforesaid That this Act or any thing contained therein shal not extend or be construed to extend to give any Power for the licensing of any Hawker Pedlar or Petty Chapman to sell or expose to sale any Wares or Merchandizes in any City Burough Town Corporate or Market Town within this Realm any otherwise than might have been done before the making of this Act Any thing therein contained to the contrary notwithstanding.
