Provided always and be it enacted That it shall and may be lawful to and for His Majesty His Heires and Successors or to or for the Commissioners of the Treasury or any Three or more of them or the Treasurer of the Exchequer for the time being out of the Duties ariseing by this Act for or upon stamped Velum Parchment or Paper to cause such Sum & Sums of Money to be expended and paid from time to time for Salaries and other incident Charges as shall be necessary in and [X1for] the receiving collecting levying or managing the same Duties by this Act granted Any thing in this Act contained to the contrary notwithstanding.
