Provided neverthelesse That in case there shall not be a sufficient number of Co[m]missioners for any City Borough Towne or Cinque-Port (for which by this Act Co[m]missioners are particularly appointed) capable of acting according to the Qualifications aforesaid for putting this Act in Execution that in every such Case any the Co[m]missioners appointed for the County att large within which such Borough Towne or Cinque-Port doth stand or which is next adjoining thereto may act as Co[m]missioners in the Execution of this Act within such City Borough Towne or Cinque-Port.
