Provided That nothing in this Act contained shall be construed to alter change determine or make void any Contracts Covenants or Agreements whatsoever betweene Landlord and Tenant or any other Person touching the Payment of Taxes and Assessments Any thing herein before contained to the contrary notwithstanding
