Provided alsoe That if any High Constable or other like Officer as aforesaid shall negclect to compare the said Originall Accounts and the said Booke or Roll; or to transmitt the same in manner and time aforesaid he shall for every such offence forfeite the summe of Ten pounds, All which before mentioned Forfeitures and Penalties shall be recovered by Action of Debt Bill Plaint or Information in any of His Majesties Courts of Record, the one halfe to the use of His Majestie, the other halfe to the use of him or them that shall sue for the same,
